CHICAGO -- A U.S. judge has ordered the Securities and Exchange Commission to withhold a document from Hollinger Inc. because its release might impair a criminal investigation into the company, Canadian-born newspaper tycoon Conrad Black and his former top deputy, David Radler. Judge William Hart ordered the SEC yesterday not to turn over the document pending the court's verdict on a motion by federal prosecutors to delay its release till Aug. 1 "to protect the integrity of the related criminal investigation."
