TORONTO -- Ontario's literacy test is biased against minorities and those who are deaf or have learning disabilities so it should not be a mandatory graduation requirement this year, a lawyer argued yesterday. David Baker, who represents four families who have children who won't graduate this year only because they can't pass the Grade 10 literacy test, wants a judge to grant an injunction so high school students who can't pass the test -- or a recently introduced literacy course -- can still graduate this year and go on to post-secondary institutions.
