OTTAWA -- There was no way four slain Mounties could have guessed James Roszko would have "crossed the line" from suspect to stalker, RCMP Commissioner Giuliano Zaccardelli said yesterday. Still, he'd like to see changes that will better protect police and the public from human time bombs.
