The contract was ultimately awarded to the French construction company Bouygues SA. Today the Commission said French authorities had formally recognized there had been a legal infringement and promised to amend its bidding procedures on the remaining contracts concerning the 80,000-capacity stadium on the outskirts of Paris in Saint-Denis. The stadium was opened in January and will also be used for the June 10 opening game of the World Cup and eight other games ahead of the final.
