BAGHDAD -- Iraqi authorities yesterday said they are considering new measures to protect voters in the Jan. 30 national election as fresh clashes broke out in a troubled northern city and gunmen roamed the streets of a rebel bastion west of the capital. In an apparent bid to head off car bombings on election day, Iraqi authorities will restrict the use of automobiles throughout the country and will place security cordons around polling stations.
